I am not making a judgment of what Ackley *can* do, rather a judgment of where he would most likely end up. It could turn out to be extremely useful if he's able to play a decent second base too by the time he's ML ready. No Franklin Gutierrez, but he has plus speed and already average route running despite not playing the position much this year. The arm is average at best, but it could get stronger as he continues to recover from TJ. He certainly wasn't getting it stronger as a 1B.
